Seems like the sectors tend to close on Thursday (U.S. time) so right after the area opens it is unlikely to completely flip… at least at this stage of the game.
Bayakhan, you can still publish a report after the sector has been closed, in fact both my reports have been done in this way. You just need to start it while the sector is open.
I think you are seeing concern that they won’t be counted if posted after a sector locks. So a sense of urgency is getting them up on the game incomplete. Plus not everybody enjoys writing them in the first place. I had to wheedle and cajole people in our group to write reports, and still only got about 60 percent.
@AlohaRover, I don’t know. I’m hoping Commanders on both sides are buying into the spirit of the campaign, and not just throwing up results for the sake of it. This applies to every empty report.
